Economic Challenges in Cities (Employment, Informal Sector)

Economic Challenges in Cities (Employment, Informal Sector)

Employment Challenges in Cities

Many cities face high unemployment rates, meaning a large number of people who want to work cannot find jobs. This is especially common in urban areas where formal sector jobs (those officially registered and taxed) are limited. The scarcity of formal jobs increases urban poverty, as people struggle to afford basic needs.

Youth unemployment is a significant issue in cities. Young people often lack the experience or skills required for available jobs, leading to higher unemployment rates among this group. This can cause social problems such as frustration, crime, and reduced future opportunities.

For instance, in some UK cities, youth unemployment can be double the national average, especially in areas affected by economic decline.

This higher youth unemployment is often due to lack of work experience, limited qualifications, and competition for entry-level jobs.

Employment challenges contribute directly to urban poverty because without steady income, many families cannot improve their living standards. This creates a cycle where poverty limits access to education and skills training, which in turn limits job opportunities.

Worked Example

Example: A city has a working-age population of 100,000. If 15,000 are unemployed, what is the unemployment rate?

Informal Sector in Urban Areas

The informal sector includes jobs that are not officially registered or regulated by the government. Examples include street vending, casual labour, home-based work, and unlicensed taxi services.

This sector plays a vital role in the urban economy by providing employment opportunities for those who cannot find formal jobs. It helps reduce unemployment and provides income for many urban poor.

Advantages of the informal sector include flexibility in working hours and low entry barriers—people do not need formal qualifications or capital to start. However, disadvantages include low and unstable incomes, lack of worker rights, no social security, and poor working conditions.

Regulating the informal sector is challenging because many activities are hidden or mobile. Governments find it hard to tax or provide services to informal workers, which limits urban development and planning.

For example, in cities like London, informal work such as market stalls or casual cleaning jobs provide income for many migrants and young people but often lack job security.

Worked Example

Example: A street vendor earns £50\text{£}50 per day but works only 20 days a month. Calculate their monthly income.

Causes of Economic Challenges

Several factors cause economic challenges in cities:

  • Rural-urban migration pressure: Many people move from rural areas to cities seeking better jobs. This increases the urban population faster than jobs can be created, leading to unemployment and growth of the informal sector.
  • Deindustrialisation effects: The decline of manufacturing industries in many UK cities has led to job losses, especially in traditional industrial areas. This reduces formal employment opportunities and increases reliance on informal work.
  • Lack of skills and education: Many urban residents lack the qualifications or skills needed for available jobs, making it harder to find formal employment and pushing some into informal sector jobs.
  • Limited investment: Some urban areas receive little investment from businesses or government, restricting economic growth and job creation.

For example, cities like Liverpool and Newcastle have experienced economic challenges due to the decline of shipbuilding and coal mining industries, resulting in high unemployment and poverty.

  • Remember that rural-urban migration increases city populations but not always jobs.
  • Deindustrialisation mainly affects older industrial cities, reducing formal employment.
  • Skills shortages limit access to better jobs, increasing informal sector reliance.

Impacts of Economic Challenges

Economic challenges in cities lead to several negative impacts:

  • Poverty and inequality: High unemployment and low incomes increase poverty levels. Inequality grows as some people access good jobs while others remain unemployed or in low-paid informal work.
  • Growth of slums: Many poor urban residents live in overcrowded, poorly built housing or slums due to lack of affordable housing. These areas often lack basic services.
  • Crime and social issues: Unemployment and poverty can increase crime rates, drug abuse, and social unrest as people struggle to survive.
  • Strain on services: High unemployment and poverty increase demand for health, welfare, and housing services, putting pressure on local authorities.

For example, some parts of Birmingham and Manchester have areas with high unemployment, poor housing, and social problems linked to economic challenges.

PracticeExample 8

Worked Example

Example: If a city’s population is 500,000 and 20\% live in slums, how many people live in slums?

PracticeExample 9

Worked Example

Example: A local council has a budget of £5\text{£}5 million for social services. If 60\% is spent on unemployment benefits, how much is left for other services?

  • High unemployment causes poverty, which can lead to social problems like crime.
  • Slums develop because affordable housing is scarce for low-income urban residents.
  • Economic challenges increase pressure on local government services and budgets.
